Govt. of Kerala brings new rule to achieve 100% at-source waste management across all hotels, restaurants, fruits & vegetable traders in the state.
Government of Kerala has taken the unprecedented step of making at-source waste management mandatory for all hotels, restaurants, fruits & vegetable trading establishments in the state. No one is spared irrespective of the size of business establishment or stature of town (or village) where their business is based. This is undoubtedly a move that will reduce huge burden on government and definitely one in positive direction to achieve zero solid waste landfill.
The initiative is truly admirable and one that deserves great appreciation. It indeed will be a wonderful accomplishment to have 100% hotels, restaurants, fruits & vegetable traders in the whole state to be processing all waste generated at-source itself! But one hopes it also came with some sort of incentive or support from the government itself – given that the implementation timeline is short and made strict in no uncertain terms by even warning to cancel their license for non-compliance. If not product subsidies, the least could’ve been a tax waiver on the machineries/equipments/investments made by the merchants to accomplish the objective within the given timeline.
While it may not be difficult for most of the medium-large size hotels or fruit-vegetable traders in the state to buy new machineries/equipments to treat waste generated at-source itself, for a large majority of the small hotels & fruit-vegetable shops in villages and smaller towns, this is set to be an expense that will leave a huge hole in their not so big revenue. Being in a state that has close to 3% of the Indian population, but just over 1% of the land doesn’t help either – meaning land availability to have cheaper bio-gas or traditional composting methods are either very limited or very expensive. But then, that is probably the main reason why Kerala Government has taken this unique step with quick implementation time – they simply don’t have any more land left for landfills!
Nevertheless, a very positive environmental move by the Government of Kerala and one I wish will be followed by others as well. Let’s hope there’ll be a carrot on offer too and not just the stick by the other state governments that may follow.
In light of the ruling and the quick implementation timeline, we at Noval are now manufacturing smaller systems with considerably less investment to traditional machines that are ideal for small to medium size establishments, exclusively for buyers from the State of Kerala. These are tested and implemented in the state with valid NOC approvals from the government.
